    Policy Research on Information Technology in Education in Hong Kong.

    In the HKSAR Chief Executive's first Policy Address in 1997, he expressed the Government's commitment to a five-year strategy on information technology in education. In order to offer support to the SAR Government on the planning and implementation of IT in Education, the Hong Kong Policy Research Institute (PRI), a non-profit, non-government public think tank, initiated a collaborative policy research with the University of Hong Kong on conducting a research to provide policy recommendations for IT in Education in Hong Kong. The purposes of the policy research were:

    To propose a policy framework for infusing IT into all education and training functions carried out within the school system in Hong Kong;
    To propose and seek agreement on a long term vision that translates into coherent actions by the SAR Government, industry leaders, schools and other educational organizations, interested parental organizations and community groups.
    To propose and seek agreement on the guiding principles of IT in Education and the roles of the SAR Government, schools, students, private and community sector; and To propose and seek agreement on critical policy goals and strategies;
    To recommend policies and implementation plans.

    Second International Study on Information Technology in Education - Module 1 (SITES M1).

    The Second Information Technology in Education Study (SITES) is an international comparative study organized by the International Association for the Evaluation of Educational Achievement (IEA) to describe the status of Information and Communication Technology (ICT). The main aim of the research was to provide much needed information to various sectors in education, especially policy-makers, to support decision making on ICT innovations in education from an international perspective. The focus of SITES M1 was on the extent to which schools have adopted and implemented pedagogical practices that are considered important to education in the information society. 26 countries participated in the international component which consisted of a survey of principals and technology coordinators at a sample of schools in. The Hong Kong also collected qualitative data about how ICT was adopted in some pioneering schools in Hong Kong at the classroom and school levels. http://sites.cite.hku.hk/P2%20m1-intro.htm


    Self-directed Learning with Information Technology Scheme (SLITS).

    This project aims to bring teachers in both secondary and tertiary sectors together in conducting a project for 160 secondary 5 students to help them develop self-directed learning project with the support of information technology. The project is funded by UGC under the secondary tertiary interface scheme. http://slits.cite.hku.hk/pages/index.htm


    WORLDMAKER – introducing the fascinating world of learning through simulations and model making.

    This project built on an earlier project titled “Iconic Model Maker: Tool for creating models from objects and events” which started as a joint project with Prof. J. Ogborn of University of London Institute of Education. This earlier project was awarded a UK/HK Joint Research Grant and a CRCG grant, both of which has been completed, resulting in the publication of a software “Worldmaker”. This work has received further support from the Quality Education Fund (QEF) in July 1999 to extend the work for use in primary and secondary schools in Hong Kong. http://worldmaker.cite.hku.hk/worldmaker/pages/


    The Influence of IT on Youth.

    This project was commissioned by the Committee on Youth of the Home Affairs Bureau to undertake a research on the impact of IT on youth (defined as age 9 to 24) with special attention to impacts on family relationships and relationships to parenting behaviour. Research team members comprise CITE colleagues as well as Dr. Albert Chau of the Psychology Department of HKU. The project team is only responsible for the research design, analysis and report writing while the data collection (involving home visits) was conducted by a market survey firm independently commissioned by HAB.


    Preliminary Study on Reviewing the Progress and Evaluating the Information Technology in Education (ITEd) Projects.

    This project is commissioned by the Education Department to undertake an interim review of the 5-year IT in Education Strategy Plan (1998-2003) and to provide recommendations to the government on strategy modifications to improve the implementation results. This research has employed a wide range of research methods including document analysis, survey and case studies.


    Second International Study on Information Technology in Education – Module 2 (SITES M2)

    This is a continuation project SITES M1. SITES is an international comparative study, which consists of 3 modules carried out in succession, organized by the International Association for the Evaluation of Educational Achievement (IEA). This project consisted of a series of qualitative studies carried out using the instrumental case study approach aimed at identifying and describing innovative pedagogical practices that use technology (IPPUTs). The focus of the project is on the creation, implementation, sustainability, transferability, and effectiveness of the identified IPPUTs. http://sitesdatabase.cite.hku.hk/online/index.asp


    An integrated approach to bridging the digital divide through supporting the development of e-Educational Leadership.

    This project was funded by the APEC Education Foundation (AEF) in response to their call for proposals in the area of education and human resources development to bridge the digital divide. The purpose of the project was to provide APEC member countries with the necessary knowledge and working methods to be able to develop national ICT policies and strategies that can be implemented at the system, regional and institutional levels. This project proposal from CITE was among the 4 that was selected from the 70+ proposals for funding. It built on the research results from SITES M1 & M2 to develop online leadership development workshop materials. http://acec.cite.hku.hk


    Hub schools for establishing knowledge building communities.

    Building upon the experience derived from SLITS and the experience of overseas experiences in the area, especially those of OISE, Toronto, and in view of the current emphasis on project work in the recent curriculum reform led by the Education Commission, this project aims to help schools to build up a capacity and culture of learning as knowledge building through the establishment of hub schools.     Investigating the Formation of Knowledge Building Communities in Technology Supported Environments.

    This project investigates the formation of a knowledge building community in technology supported environments, focusing on the relationship between the development of enquiry and knowledge building abilities and the changing group dynamics and interaction patterns of the learners. http://lcp.cite.hku.hk/


    Establishing a scalable network of knowledge building schools.

    The aims of this project are to promote and enhance primary and secondary school students’ lifelong learning capacities through supporting schools and teachers in integrating computer-supported collaborative knowledge building activities in the school curriculum by establishing a network of knowledge building schools that will link up with an international collaborative learning network of knowledge building schools and in this process develop a model for the sustainable integration of computer-supported knowledge building in primary and secondary schools in Hong Kong. http://lcp.cite.hku.hk/, in particular, http://lcp.cite.hku.hk/Projects/Est_Network/en/


    Educational Practice and Change: Beyond Technology.

    The purpose of this study is to assess the impact of Information and Communication Technologies (ICT) on schools, curricula, teachers, and students since the initial implementation of the Hong Kong government’s plan stated in the Information Technology for Learning in a New Era: Five-year Strategy 1998/99 to 2002/03 document (EMB, 1998). This project will follow up on the Second International Information Technology in Education Study Module 1 (SITESM1) study conducted in Hong Kong in 1998 (Law et al., 1999) and will investigate what educational practices have changed since the major infusion of ICTs into Hong Kong schools in 1998.


    Pedagogical Use of IT and Learning Outcomes: SITES 2006

    It is an international comparative study of pedagogical practices and use of ICT. The overarching goals of this project are to benchmark the implementation and outcomes of the Hong Kong IT in education policy against international data and to provide research-grounded insights for schools and teachers to evaluate their IT integration for teaching and learning


    Supporting Conceptual Change in Science through Knowledge Building.

    The purpose of this project is to explore whether engaging in computer-supported intentional learning is effective in helping students to overcome robust misconceptions in science and to contribute to the development of a theory of conceptual change.
